CISD and the BSA

This time of year always seems a little crazy and hectic with school starting and trying to get back into a routine! Hopefully everyone has had a great start with school. Pack meeting was fun-great job to the boys who won the ice cream gift certificates! Bro. Call will be getting those to you very soon!
I don't know if many of you are aware but CISD does not allow a lot of great programs for children to be in their schools. CISD Board attorney – Kerrie Galatas (out of fear of litigation) tossed all after school youth organizations from the schools, no 4H, FFA, Girl Scouts and Boy Scouts. These organizations are not allowed to meet at the schools, put up flyers, or hand out information. There are quite a few people who have been trying to get the policy changed, but they need our help.
We believe that the CISD Board can write a policy that would allow the BSA and Girl Scouts access without putting the District at liability from other organizations. Pasadena and Klein ISD’s have set up Educational Partnerships with the BSA\GSA; these organizations must fit the criteria of being both Patriotic and Educational Societies as defined by the U.S. Congress (Title 36). I believe that the Boy Scouts fall into the the Patriotic/Education category very well. After researching this issue for the past 6 months and discussing the issue with the National BSA legal council - it is apparent that the current CISD policy is one of the most restrictive in Texas, if not the nation.
Currently there are 3,000 boys and girls from the CISD that belong to the Boy Scouts. Every year in the CISD schools Boy Scouts perform thousands of hours of service, building benches, landscaping, building bookshelves, building steps, repairing walkways and many other acts of service, at no cost to the schools district. Scouting is the premier youth organization in the nation for developing leadership skills and helping young men and women learn to make life long ethic decisions.
Perhaps if the school board knew that the community supported the Boy Scouts and wanted them in the schools it would help the case.
